¡@¡@After participated in the 25th annual World Health Assembly (WHA) in May of 1972, Taiwan has not been given a chance to send its representatives to the largest public health institution in the world, the World Health Organization (WHO). In May of 1997, after a period of twenty-five years, the former minister of the Department of Health Buo-Ya Chang and the medical community was starting to make a major push for Taiwan to enter the WHO as an observer nation. Unfortunately, they did not succeed due to various political reasons.

¡@¡@To showcase the potential of Taiwan's public health policy, the Department of Health and top medical and health experts jointly sponsored an event called the First Annual Global Forum for Health Leaders. It was held for five days beginning on December 28, 2005. This conference was aimed directly at the major global health issues, such as:

¡@There were two to three hundred important health leaders, representing more than fifty nations and international organizations, present at the forum. The elite members of Taiwan's medical, health, industrial, and academic communities, as well as the officials from the Department of Health, were also participating in the forum. They were hoping to share Taiwan's success story with the rest of the world, by showcasing our public health accomplishments to the global health leaders. The entire forum proceeded in English only. More than thirty medical experts, officials, and scholars from Taiwan and abroad spoke during the forum.

¡@¡@During the conference on the first afternoon, part of the planned activities was for Taiwan's seventeen medical organizations to declare their determination to prevent and control tobacco smoking. The Taiwan Endorsed Global Framework Convention on Tobacco Control was read aloud during the conference by Chung Shan Medical University professor Dr. Meng-Chih Lee, who is also the founder of The Taiwan Medical Community Tobacco Prevention And Control Alliance.
