¡@Reward is the stimulating force for progress. Giving smokers and non-smokers incentives to stay away from tobacco products is a way to encourage them to stay on the course. The departments responsible for the execution of tobacco control and prevention could consider providing smokers medical assistance; provide anti-tobacco groups funding; and give merchants who cooperate on the tobacco control effort tax breaks.

¡@¡@First of all, the health agencies must encourage hospitals to create a smoking cessation clinic in order to give the general public a convenient and friendly place to quit smoking. The medical workers need to encourage smokers to quit smoking through consultation in order to prevent the threat of tobacco on our health. Smokers who had successfully quit smoking could speak out about their experiences in order to spur other smokers' motivation to quit smoking successfully.

¡@¡@Secondly, our government and legislative bodies need to take the outcry of anti-tobacco groups seriously, and not just treat them as actions of opposition and resistance. Without the pressure of these anti-tobacco groups, the tobacco companies would become more and more powerful, making the task of tobacco control and prevention even more difficult. Therefore, allowing the anti-tobacco activities and even increasing the financial support may well result in surprisingly effective results.

¡@¡@We are in the age when technologies and recreational activities are important to people. People also tend to spend more time in the public places. Promoting the smoking ban in public places, and eventually including the restaurants, is imperative to maintain the healthiness of our citizens. However, many places of business have already spent a lot of money building smoking rooms in accordance with the current law. The new law prohibits these smoking rooms to be built, so they all need to be dismantled. In order to compensate for the monetary loss of these businesses, some type of tax break is necessary.

¡@¡@In an attempt to help the fellow citizen quit smoking, the Department of Health Bureau of Health Promotion has installed a toll-free smoking cessation hotline, 0800-636363. Citizens are encouraged to call this number if they are considering quitting or if they are inquiring about information for their family members or friends. Not only would they obtain a lot of health information, they would also get a better understanding of the smoking cessation service. As a way to encourage people to use this hotline, people who called were automatically entered into a drawing for several prizes. As an incentive, the Department of Health has raised the reimbursement for smoking cessation, from NT$250 to NT$400, since January 1, 2005.

¡@¡@In 1997, the John Tung Foundation has held a "Ten Best Smoke-Free Places" contest, in which it has gathered a lot of valuable information about the smoking ban measures for different industries, as well as methods of application. As a result, a series of tobacco-free themed events have been taking place since 2003. In the future, the consumers could distinguish the tobacco-free space based on the signage for the space.

¡@¡@There are similar smoking cessation contests that encourage the smokers to quit around the world. The "Quit & Win" has been held every two years by the Finland National Public Health Agency and the World Health Organization (WHO) since 1994. Taiwan joined the contest for the first time in 2002, when there were 23096 contestants. The follow-up in 2003 showed that the success rate after one year was at 37.2%, which is far greater than the 20% achieved on average.

¡@¡@The "Quit & Win" is the only international smoking cessation event supported by the WHO. To enter this event, each family forms a team, in which there is one smoker and one non-smoker. The smoker needs to be at least 18 years old, while the non-smoker will act as the witness. If the smoker could go 4 weeks (from May 2 to May 29) without smoking, then the team has a chance to win a large prize.
