During the Ching Dynasty, the citizens were smoking a mixture of tobacco and opium in order to skirt the law, but they all eventually smoked opium only because of the highly addictive nature of opium. The problems created by "tobacco" and "drugs" still cause tons of headaches for every country.

They would plant as many kinds of tobacco as they could. They would only import tobacco from other countries when they weren't able to plant tobacco or when they could not harvest enough tobacco domestically. The tobacco industry in those countries was tied to the taxes and foreign reserve, so it was considered a cash cow for them.

¡@¡@During the economic booms of the 1980, there were 27 countries in the world, including Taiwan, that had a government-controlled tobacco monopoly. Under this system, a permit needed to be obtained before tobacco could be planted. For many countries, especially the developing countries, this industry is the major economic livelihood. This is one of the reasons why tobacco products have always survived despite the risk they pose on the human being. There are always more people starting smoking than quitting.

Since every year 5 million people die from smoking related diseases worldwide, every nation's government is making a great effort to work on tobacco control and prevention policies. However, there are many obstacles along the way from the legislation to execution of the law, since there is usually a tremendous amount of pressure coming from the multi-national tobacco conglomerates and tobacco farmers. The price to pay for not having a strict anti-tobacco policy is a tarnished international image and more importantly, the health of the citizens.
